Steve Tharinger of the 24th district became intimately acquainted with levee setbacks when he discovered the levee protecting his house on the lower Dungeness River was not only not protecting his house, but harming the ecosystem too.“I sold my house and the five acres in a barn we had, so that we'd have more room to move that levee back and give the river more room,” Tharinger said.

Flood waters in southeastern Washington and northeastern Oregon are starting to recede. But this relatively good news follows days of bad news and inundated towns – along with collapsed bridges, dozens of helicopter rescues and washed-out roads. It’s all caused by recent heavy rainfall and fast-melting snow.

In Palouse, Wash., farmers, university professors, retirees, conservatives and liberals all work side-by-side to build disturbing sets. “Just talking about our everyday lives at the end of the day, when we're done building for the day,” one volunteers said. “It’s probably brought me a lot closer to with people that I probably wouldn’t have interacted this close with here in Palouse.”

In some places, homes and businesses in what's known as the 100-year flood plain have been hit by multiple floods in a matter of weeks. When these sorts of floods happen back to back, many residents might start to wonder: Why are they even called 100-year floods?

The record-breaking flooding is threatening communities and farmland along the upper Mississippi. Davenport, Iowa, is experiencing downtown flooding. The high water is continuing to move downriver.
